Increase FPS in GTA IV

With this addition GTA 4 gives more FPS. Settings are optimized for older computers.
Yields 20 frames per second:
-Processor 1 core 2.66-2.8 Ghz
-1-1.5 Gb RAM-graphics card 128-256 MB
