Savage is a military attack helicopter, manufactured by an unknown in-game company (if there is any).

Savage never figured in any other part of the Grand Theft Auto series, and in the fifth part it made it's appearance only as a part of "The Heists" update. As it was already mentioned, it's manufacturer company is unknown, but on the website of Warstock Cache & Carry it is clearly said, that the helicopter has a Soviet origin (no wonder taking in account it's visuals), but it is being used by Merryweather Security, it is equipped with American weaponry, has a symbols of US army on it's sides, and also a US flag on upper part of it's left side right above the cab, which makes us to question it's true origin in the game universe.

Savage can't brag with high speed, outstanding manoeuvrability or an acceleration, thanks to it's weight of 14000 kilograms. Furthermore, despite the fact that in the real world it's precursor is called a "flying tank", it is ridiculously fragile, which lets it being very vulnerable even to a small-calibre fire, and even the slightest hit with an obstacle will be the last one. The strong part of the Savage is it's weaponry - is equipped with an automatic cannon, akin to the one of JoBuilt P-996 LAZER, but with a much hicher rate of fire, letting Savage to enlight Los Santos with an endless chain of explosions. Also Savage has a lock-on rockets, but they can not be controlled directly like a second passenger can do in Buzzard.

The prototype of the Savage in our world is a soviet attack helicopter Mi-24.
