New Vehicle.txd v2 for GTA San Andreas.

This mod replaces the standard tire treads, headlights, license plates, and other cars textures. Also added some dirt on some of the details.

Changes:
Dark texture protectors
- Improved all textures from version 1
- New textures for police cars
- New textures of the innards of the car (the bottom of the motor, etc.)
