Neon lighting for cars

Quality mod - Neon lighting for cars for GTA San Andreas. Plugin for GTA Vice City, adding neon lighting for transport.
Neon lighting works from 21:00 to 6:00 on transport (selectively) in traffic for models of the executive and richfamily class (the 8th parameter of the cars section in the default.ide file).

Management:
"Shift + 0" - turn off;
"Shift + 1" - NEON_YELLOW;
"Shift + 2" - NEON_GREEN;
"Shift + 3" - NEON_RED;
"Shift + 4" - NEON_BLUE;
"Shift + 5" - NEON_PURPLE.
